The Issue: community members’ participation is a critical and pivotal component of meaningful community development that contributes to a just and socially cohesive society which reinforces and embraces community diversity. Gwanda Urban and rural Wards 21 and ward 22 have low significant number of women and youth participation in local governance and community development initiatives, namely economically, socially and political. There are traditional beliefs and norms that postulates that community meetings are for the elderly and women are not allowed to give a point of view in council. Such is ultravires the Zimbabwean constitution which denounces that. Stereotyping and adherence to traditional norms encourages women and youth not to participate in the community development meetings which is a major drawback to community development . Lack of profiling of the people living with disabilities and the vulnerable marginalized groups women and youth in particular leaves some people behind in terms of development. Community participation encourages community ownership and sense of belonging amongst the community and unifies people. social inclusion promotes the move that leave no place and no one behind promoting a bottom up approach that leads to social justice and accountability. The Problem : The traditional stereotypes experienced by women and the youth is a massive barrier to community development in wards 21 and 22 as evidenced in the 2020 Gwanda Rural District council that has 24 wards and only 2 councilors are women and remaining are men and non-of the youths were represented in the council. The concern and Action: Hope for children and Youth Foundation Trust (HCYF) seeks to advocate and stand against non inclusion and participation of women and youths in opportunities and exclusion of people living with disabilities in broader developmental agendas of the communities in Gwanda namely in wards 21 and 22 in Gwanda rural district from decision making, to socio-economic and political participation. As such we thrive to develop through Training of Trainers of Gender and Advocacy Champions inclusive of people living with disabilities on their individualistic capacity and to impact be realized and appreciated in the community. Against the background HCYF proposes to conduct a) Community Dialogue Meetings on local governance and community development b) Psycho - social Support and Child Protection Systems c) COVID 19 Awareness and sensitization d) Capacity Building training of local authorities e) Creation and Strengthening of Ward Advocacy Committees f) Capacity Building Training of Gender Champions g) Budget Literacy and Tax Justice Dialogue Meetings h) Formation of organized youth and women income generating projects. i) Participation in activities to combat Climate Change j) GENDER MAIN STREAMING AND SOCIAL INCLUSION
