The Zambia Civil Liberties Union (ZCLU) is a non-partisan non-governmental organization that works to promote and protect human rights, democracy, and the rule of law in Zambia. ZCLU works in three main areas: rule of law, access to justice, and humanitarian justice. Since its inception, ZCLU has made serious progress and achieved significant impact in these areas through various activities, such as: RULE OF LAW: ZCLU sponsored a Private Member's Bill to amend the Citizenship of Zambia Act to align it with the constitution, which grants the right to apply for citizenship to over 40,000 children of refugees born in Zambia, in article 37 of the constitution. ZCLU also challenged the appointment of 20 judges by the President, which resulted in the constitutional court recommending to Parliament to enact a law to provide for guidelines and procedures for the appointment of judges in line with the constitution and international standards. ZCLU also wrote to the Chief Justice to set up a tribunal to investigate the Minister of Energy over the illegal allocation of fuel procurement tenders, which we think amounts to abuse of office and corruption. Before official registration, ZCLU also sued the electoral commission of Zambia over the Kabushi and Kwacha parliamentary by-elections, alleging irregularities and malpractices. ACCESS TO JUSTICE: ZCLU provided legal aid and representation to marginalized and vulnerable groups, such as refugees, women, children, and persons with disabilities, who face discrimination and barriers in accessing justice. ZCLU also conducted public awareness campaigns and trainings on human rights and legal issues, such as constitutionalism, electoral laws, anti-corruption, and gender-based violence, to empower citizens and civil society to demand and defend their rights. HUMANITARIAN JUSTICE: ZCLU advocated for the rights and welfare of refugees, who currently stand at 90,000 in Zambia, through various initiatives, such as mounting four billboards with refugee-friendly messages in strategic locations to enhance social cohesion and fight xenophobia; running a radio and TV program called Refugee Nation that featured various refugees, government officials, and NGO officials to enhance social understanding of issues facing refugees and improve refugee integration. Through these activities, ZCLU has contributed to the advancement of human rights, democracy, and the rule of law in Zambia, as well as the protection and integration of refugees, who are among the most vulnerable and marginalized groups in society. ZCLU remains committed to its vision of a just, free, and inclusive Zambia, where everyone enjoys their rights and dignity, as guaranteed by the Constitution of Zambia.
