IF deliberate awareness programs are made to disseminate information on the functions of the subnational structures and citizens empowered with skills and knowledge to productively engage with civic leaders, participate in civic activities, and use evidence to assess the quality of services, THEN, citizens can better understand their roles, rights and responsibilities regarding decentralization and service delivery.
